COs shall, for the duration of the CSP, establish a targeting strategy outlining interlinkages across activities and with partners (benchmark 4 of the Targeting Assurance Framework).

To support the drafting of the strategy, COs can use the below steps and templates:

  1. Creation of the cross-functional Targeting Working Group (see benchmark 14)

  2. Launch of the targeting strategy effort in the Targeting Working Group

Have a look at WFP Tanzania’s Targeting Strategy here.

The strategy should include:

  • Strategic issues of importance and their impact on the targeting strategy (e.g., do no harm, conflict sensitivity, protection, etc.)

  • Complementarity between WFP’s targeting and specific partners’ targeting to achieve the highest possible impact

  • Synergies across the CSP strategic outcomes

  • An overarching scenario on potential modifications/adaptations in the event of funding shortfalls

  • Mentions of the internal and external coordination mechanisms for the planning and execution of targeting and prioritization decisions

  • Risks and actions to mitigate targeting risks

Existing and potential partners should also be engaged during the targeting strategy development to reflect synergies.
