COs shall, for the duration of the CSP, establish a targeting strategy outlining interlinkages across activities and with partners (benchmark 4 of the Targeting Assurance Framework).
To support the drafting of the strategy, COs can use the below steps and templates:
Creation of the cross-functional Targeting Working Group (see benchmark 14)
Launch of the targeting strategy effort in the Targeting Working Group
Draft interview questions for the various stakeholders
Present findings and gaps from interviews to the TWG
Use the discussion to start drafting the Targeting Strategy
Share with Targeting Working Group for review
Discuss main contention points in the Targeting Working Group
Review the Targeting Strategy based on decisions
Repeat steps 6 to 8 as needed
Finalize the Targeting Strategy

The strategy should include:
Strategic issues of importance and their impact on the targeting strategy (e.g., do no harm, conflict sensitivity, protection, etc.)
Complementarity between WFP’s targeting and specific partners’ targeting to achieve the highest possible impact
Synergies across the CSP strategic outcomes
An overarching scenario on potential modifications/adaptations in the event of funding shortfalls
Mentions of the internal and external coordination mechanisms for the planning and execution of targeting and prioritization decisions
Risks and actions to mitigate targeting risks
Existing and potential partners should also be engaged during the targeting strategy development to reflect synergies.
