Joint Analysis Framework (JAF)

The joint analytical framework (JAF) is a set of tools to guide UNHCR and WFP country operations to reach a common understanding of the ability of refugees, asylum seekers, and other forcibly displaced people to meet their basic needs.

The JAF guides joint assessments and analysis to inform programmatic interventions (i.e. food, non-food, multi-purpose cash) to meet basic needs and includes a dedicated add-on module to inform joint livelihoods and self-reliance programming. The JAF builds on existing UNHCR and WFP corporate methodologies (for example WFP’s Essential Needs Analysis and UNHCRs corporate indicators) and experience to date with the aim of complementing and operationalising current joint guidance.

JAF Toolkit

Guidelines

  • JAF Description: A document with key information regarding purpose, content and audience of the JAF

  • JAF Processes: A document explaining key steps and decisions including roles and responsibilities that need to be taken during the JAF process.

  • JAF Variables: List of variables included in the JAF diagram to inform the analysis of basic needs.

Templates

  • JAF Quantitative questionnaires: Set of structured questions designed to inform the JAF core indicators for household surveys. The quantitative questionnaire in XLS Form can be accessed through Survey Designer, by specifying both “WFP” and “UNHCR” in the “Organizations” Field 

  • JAF Qualitative questionnaires: Set of open-ended questions designed for the qualitative portion of the JAF.

  • JAF Analysis plan: Detailed roadmap for processing and interpreting survey data, aligning the collected data with the JAF’s core indicators and objectives.
