WFP-UNHCR Joint Targeting Guidance

These guidelines are designed to support UNHCR and WFP country offices in collaboration with partners, to collectively assess and adopt a people-centred, protection-focused, evidence-based approach to targeting in-kind and/or cash assistance to meet basic needs in a transparent, accountable and coherent manner.

These guidelines provide key considerations to ensure that the most appropriate approach is selected based on the context, in a protection-sensitive manner. They cover all settings, including urban, rural, camp and host settings. They aim to put people at the centre of the response, considering their situation from a holistic, basic-needs perspective, and not through a piecemeal approach, dividing their needs between food and non-food.
