WFP’s Targeting and Prioritization Operational Guidance Note gives an overview of the targeting and prioritization process that cuts across the entire programme cycle, from initial needs assessments and context analysis to programme design, implementation, monitoring and evaluation. It explains different targeting approaches and outlines the roles and responsibilities of the various units and stakeholders in order to offer practical guidance for country offices on how to undertake targeting exercises.
