Proportion of eligible population reached by nutrition preventive programme (coverage)

Indicator:

Proportion of eligible population reached by nutrition preventive programme (coverage)

Definition:

Coverage refers to the individuals receiving nutrition prevention programmes (prevention of wasting, micronutrient deficiency or stunting) as a proportion of those who are eligible for programme inclusion.

A programme entails a transfer (food, cash, voucher and/or individual capacity) to a targeted population group with the intent to prevent the individual from becoming wasted, micronutrient deficient or stunted.

The eligible population can vary depending on the programme objective and is identified during the design stage. Traditionally, prevention activities focus on children 6-23 months or 6-59 months and/or pregnant and lactating women, but eligibility can be adapted based on the local nutrition context and identified vulnerabilities

Rationale:

Coverage measures the programme’s reach to the targeted population. It, therefore, allows estimating whether the programme’s enrolment is sufficient to cover population needs in the targeted area and thus achieve the intended impact.

Coverage also acts as a proxy measurement for the quality of outreach and programming and needs to be interpreted with the complementary indicator adherence.

Questionnaire:

The questionnaire is available by selecting the indicator Proportion eligible reached - coverage (Indicator 7) in Survey Designer.

Three important considerations for this questionnaire:

If age criteria is important for determining eligibility – users can adapt the criteria mentioned in PNutProgParticBD helping a participant determine their birthdate Instructions on how to probe for date of birth (to be adapted locally) according to local seasonal calendar or methods specific to country.

Users should modify the questions below to match eligibility criteria and name/description of local nutrition program (in italics below) :

EligNutProgNb - How many members are in your household based on ((insert here age, sex, vulnerability criteria based on program eligibility requirements, to be adapted locally)) ?

PNutProgPartic_yn - Is ${PNutProgParticName} enrolled in the ((insert name/description  of program, to be adapted locally)) programme?

If users need to collect this indicator for more then one nutrition program, then the submodule should be copied and a suffix should be added to the variable names so there is no duplication of variable names.  An instructional video will soon be added to the resource, but in the meantime, users can contact hq.ramm@wfp.org for more information

Indicator calculation:

Proportion of eligible population reached by nutrition preventive programme (coverage) = Number of eligible individuals surveyed that are in the programme / Number of surveyed individuals that are eligible

Scripts in R, STATA and SPSS and sample data are available on github for calculating this indicator.
