Number of women, men, boys and girls with disabilities accessing WFP transfers

Indicator:

CC 1.4 Number of women, men, boys and girls with disabilities receiving food/cash-based transfers/commodity vouchers/capacity strengthening transfers

Definition:

The inclusion of this indicator is in line with WFP’s commitment to rendering its programs inclusive of persons with disabilities (2016 endorsement of the Charter on Inclusion of Persons with Disabilities in Humanitarian Action), and WFP’s first Disability Inclusion Road Map, endorsed by the Executive Board in November 2020.

Frequency/ Methods of data collection:

At least once a year, in alinement with the Minimum Monitoring Requirements (MMR), increased frequency of data collection will enable comparison and contribute to reliability.

If CO’s are unable to collect this data, due to security issues, resource constraints etc., they should not apply global or local averages or estimates (e.g. 15%, or secondary national level data). Applying such figures at output level reporting implies that persons with disabilities are proportionately accessing WFP assistance. However, this is unlikely to be the case due to some combination of different levels of need, and/or access barriers.

About the Washington Group Short Set on Functioning (WG-SS)

The WG Short Set of six questions on functioning for use on national censuses and surveys was developed, tested and adopted by the Washington Group on Disability Statistics (WG). The questions reflect advances in the conceptualization of disability and use the World Health Organization’s International Classification of Functioning, Disability, and Health (ICF) as a conceptual framework.

In a break from the past and the medicalization of disability that placed disability within the person and characterized it by impairments or deficits in bodily functions, the ICF presents a bio-psychosocial model that locates disability as at the interaction between a person’s capabilities (limitation in functioning) and environmental barriers (physical, social, cultural or legislative) that may limit their participation in society. The WG-SS used the ICF as a framework, focusing on the component of activity limitations and functionality.

Questionnaire:

The questionnaire for this indicator is available Survey Designer by selecting either the Roster method - Beneficiaries with disabilities receiving assistance (Indicator CC 1.4 - Roster) or Head of Household method - Beneficiaries with disabilities receiving assistance (Indicator CC 1.4 - Head of Household) .

The roster method is preferred where question length allows. This will ask the 6 questions for every household member above 5 years old and best captures/calculates disabilities in the household but can make for a lengthy questionnaire.

A less preferred but more pragmatic option where questionnaire length is a consideration, is to ask the 6 questions about the head of household.  When this option is chosen, countries should mention this method was used so results can be interpreted carefully.
