COs must ensure undue influence from external parties is mitigated (benchmark 15 of the Targeting Assurance Framework).

This stakeholder analysis tool, which accompanies the Targeting Advisory Note on Stakeholder Management, provides Country Offices with a simple, editable framework for Country Offices to map their stakeholders, assess their level of influence and interest, and determine appropriate engagement strategies.

When stakeholder engagement is planned and managed effectively, it can strengthen transparency, accountability, and trust in WFP operations. Conversely, poor stakeholder engagement can lead to misunderstandings, resistance, undue influence, manipulation of targeting outcomes, and reduced confidence in targeting decisions. Through stakeholder mapping, COs can ensure the needs and concerns of affected populations, government counterparts, partners and other stakeholders are understood and considered while mitigating potential risks of undue influence.
